Does Visio have the functionality to allow me to create a wizard that would
ask some questions and then build a diagram based off of this?

Visio is wide open to be controlled by most programming languages. So you
have full control over Visio using your favourite language of choice.

Visio does include VBA so that you can create your wizard within Visio.
