Microsoft Word 2007: Renumbering list changes indent level instea

I have a document with a numbered list or two every chapter. I'm using a
custom paragraph style for the numbered list. I want to restart the list
numbering for each group of bullets. So I:
* Right click the paragraph
* Click Restart at 1
Instead of restarting at one, it jumps the paragraph indentation left and
inch.

Notes on the document:
* Document is 100 pages long.
* Completely formatted using style sheet. (I renamed the HTML style sheet so
it's not imported (that caused problems) and the only style sheet available
is the one I created for this Word template.
* Word file has a couple of macros to shorten applying of format styles

How can I get renumbering to work as advertised?

If possible, I'd use a multilevel list, letting higher levels restart lower
ones. That would be the easiest way to restart numbering in Word.

Note that when you restart numbering using the context menu, what happens
depends on the type of list. Since you are using a custom numbered paragraph
style, Word is likely to create a second list template. You can right-click
and choose Adjust List Indents to change the indentation.

Also, if you look at the style definition, what is the setting for "Start
at" for the list?
