Microsoft Word Picture OLE

I have two PCs both running Office 2003 and I have a template that uses a OLE
object so that I can insert a picture.

On the "good" PC if I look at the Object Type list I can see the option to
Insert a Microsoft Word Picture object.

On the other PC when I try to use the template and click on the placeholder
for the object Word crashes. I have noticed that when I look at the Object
Type list that Microsoft Word Picture is not in the list of OLE objects.

How do I add the "Microsoft Word Picture" into the list.

I have re-installed Office on the PC several times but this does not help.
