Migrate PS 2003 to PS 2007

My small farm PS2003 has two server; a SQL server and PS2003 Server + Windows
Sharepoint Service 2.0. It runs in NT Domain.

Full migration: Project Server 2003 with Widows SharePoint Services 2.0 on
the same computer

After duplicate a PS2003 server for test. I run a prescan and I am able to
do in-place upgrade to windows sharepoint service 3.0. The problem occur
when I install PS2007 and It fail during run the SharePoint Products and
Technologies Configuration Wizard.

The questions is:

Are there any alternative ways to migrate PS2003 to PS2007 in NT Domain
because Windows SharePoint Services 3.0 reuqires Active Directory Directory
service for farm deployment?

Paul, Thanks for reply

Would you please give more detail regarding to Local account for services
and forms for users. You mean use local accounts to setup or configure the
windows sharepoint service 3.0 or Sql Server????
