I am about to transfer Outlook 2003 to another computer. I know how to
transfer .pst files, but what is the best way to transfer email account
information? And will I have to reactivate Outlook on the new computer?

Outlook offers no way to export your account settings. And yes, you will
need to activate it on the new computer.
