Migrating files

I am working on coverting an organization's website from Publisher to
Dreamweaver MX 2004. My question is will the navigation bars (text format)
transfer over to Dreamweaver or should I just create a new nav bar system in
Photoshop

I doubt that you would save much time, and likely would have problems.
Publisher HTML code, Dreamweaver code, FrontPage code...they are all a bit
different, and the rule of thumb as I understand it is to not expect to be
able to convert between the different applications.
