Do I copy the .pst files to achieve this?
I am referring to the contact list in word/tools/
envelopes and labels (address book icon)

The .pst file is a part of Outlook 98. To move it to Outlook 2000, simply
copy the file to the new computer (or don't do anything if using the same
computer.)

When you open Outlook and it asks for the new file (it should not if you do
an inplace upgrade) point Outlook to the .pst file from the 98 instalation.
