Migration PS07 WSS to MOSS

What would be the best way to migrate an PS07 installation from WSS to MOSS?
During installation PS07 ties in to the workflow functionality, so is a new
clean installation with subsequent data migration the only way, or exists a
direct upgrade path?
Anyone has done this before?
