Minimize button not working

I have a popup form for a Menu for my database.
I have created a button on it with the code 'DoCmd.RunCommand
acCmdAppMinimize'
attached to it. I want the user to be able to minimize the entire
application.
I have used this on other databases and it works fine, yet on the current
database I have created it does not work. Can anyone tell me what I am doing
wrong or why it is not working on this database.

Also when I click on the task bar to reactivate the database it does not
always return to a maximized screen. How can I ensure that it always opens
up maximized.
