Minimize, Maximise, Restore

Im using a full version of access xp and have converted a 97 database.
I have just figured out to hide that annoying help combo box tool and i thought that would solve my problem as to why when i produce a report i can only see the restore option?

if i click the restore option i can then see the minimize and maximize options, this is not really any good to me, i know i can just use the close option, but so many people just use the "X".....
I have the min, max and close buttons enables on the properties of the report.
This seems to be a error in the actual program as i can also not view the min and close buttons at design level either...
is this a bug, or do i have to enable something?
