Minimized Shortcut Bar has to be 'Restored' instead of double clicking

Everytime my 'floating' Office Shortcut Bar is minimized
to the tool bar, I have to use the restore option in
order to have it displayed in the same location on the
desktop. If I just double click on the minimized office
button a second button appears in the upper left-hand
corner of the screen. With either button, I have to right
click and use the restore option for it to behave
normally.
