Outlook should have it built in so that if the word 'attached' or
'attachment' is in the text, a warning message should tell you if an
attachment is missing before allowing you to send it.
The first time this happens you should be given the option to ignore this
funcionality in future.
Having the warning would save the hassle (an sometimes embarrasment) of
having to follow up an email when attchments have been missed off. It happens
all the time where I work...
