Missing borders FP 2000

On one of my web sites the borders show properly in each page, on another, I
get the message [Edit the properties for this Navigation Bar to display
hyperlinks here].
My settings appear to be the same for both sites and Folder options are set
to show hidden folders. The Borders folder is listed in Windows Explorer but
does not appear when I use the Folders view in FP. What do I need to change
in my settings?

Hi Joe:

My navigation structure is the same for both sites: Child Pages under Home
and Home Page. I am now getting the text links in the Navigation Bar but
none of the graphics are appearing. The only difference between the two
sites is that one shows the Borders folder in the Folders View and the other
doesn't even though the folder is there in Windows Explorer. I have been
working with both sites for years and have no idea what suddenly changed on
one of them.

Joe:

I have just tried opening another copy of the site from a flash drive which
has the Borders folder also. The Borders folder does not show in FP.
