Missing brackets around Message-ID in email header - Outlook 2003

The IT dept. of one of my clients is rejecting my emails, because there are
no angle brackets around the Message-ID in the email header.

Sure enough, when I send an e-mail to myself I get:
Message-ID: 000101c7....@Office
instead of:
Message-ID: <000101c7....@Office>
which is what they 'require'.

Can I fix this somehow in Outlook 2003??? Appreciate any help here!
