Missing Commands in Office Picture Manager

Hi. I have Access 2003 and Word 2003. I just discovered MS Office Picture Manager and have found it very usefull. But, when I try to customize the Menu/Tool bars there are no commands in the Commands tab. I'm able to create new menus but I'm unable to do anything with them. This problem doesn't exist in Access or Word.
Any help will be appreciated.

This is because there are no other commands.
