Missing Controls group in Ribbon

I need to add a list box to my form, but I do not have the "Controls" group
under my design tab. Is something not installed right?

You are looking for the 'Design' group on the ribbon.
That group might not be showing at the moment, but if you
open another (different form) in design view and then close it,
you should be able to see the design group for your current form again.
