missing export as excel file type

Tow of our users have lost the capability of saving a Access 97 report as
excel file type. The file type is not in the dropdown box anymore.
I found an KB link(283881) from another post (by Gunny) on this forum, and
tried many things to fix the problem without any luck.
One of the machines is window 2000 sp4, and another is xp pro with sp2. The
msexcl40.dll is in :C\winnt(or windows)\system32. I have replaced and
re-registered them.
I have also reinstalled office 97 and run ValuPack DataAcc.exe from the
office 97 CD on the xp.
What else should I try?
