Missing Format Bars at top of Word Docs

I have a Dell Dimension 4100 Microsoft ME..

Word files no longer display the 'toolbar' at the top when
old files are opened. Used to see File (with New, Save,
etc options), Edit, etc.

Please provide some guidance
