Missing Global Address List

I have a user that connects to our Exchange server via POP3 to retrieve/send
e-mail. However when she clicks on the "To" button, the Global Address List
isn't an available option. She just has "Outlook Address Book" which is
empty.

When she goes to our Outlook Online interface, she can see the GAL just
fine, it's only a problem when in her local Outlook. We do not run LDAP.

The Exchange GAL is not available to POP3 users, only to Exchange users. EIther have her connect using an Exchange account instead of POP or enable LDAP on your server.

I think the GAL isn't available unless you connect to the Exchange Server
natively
