Missing Language Bar/Speech Recognition

I would like to begin using the speech recognition
feature in Word. However, I can't seem to activate this
feature. When I select 'Speech' from the Tools menu
nothing happens. I have uninstalled and reinstalled
the 'Alternate User Input' features via Add/Remove
Programs, but this does not help the problem. Also, I
cannot open the Language Bar. The 'Language Bar'
and 'Key Settings' buttons are grayed out under Control
Panel/Text Services. How do I fix this?

I too am having the same problem. Speech recognition works in Help feature and Outlook, but not in Word. I did not but could have created this message by speech. Any ideas?
