Missing Main toolbar

Running access 97. I am missing the main toolbar when I open the program.
The toolbar at the top that has "file, edit, view, insert, tools, window,
and help." I have tried to startup access holding down the shift key to be
able to bypass the startup options. When I go to the startup menu I do not
see anything strange. Any help appreciated.

Try right-clicking the MenuBar or a Toolbar and then select Customize...
When the Customize window comes up, select the MenuBar and then click Reset.
This will reset the MenuBar to standard in case it was modified.
