missing menu bar/tool bar

I recently installed Access 2003 (previously used Access 2000). I noticed
when I opened a database that the menu bar was missing. I can't even see a
menu bar when I have a query opened in Design view. Because of this, I can't
close the query or "Save As"...I've tried customizing tool bars, but it
doesn't help. Does anyone have suggestions?
