Missing menu options in MS Project Pro 2002

A user is running MS project pro 2002 and is set-up with
the appropriate project manager permissions, however when
we install the software, the user does not have the
Collaborate or Enterprise Options selections on the menu.
I've replaced the Global.MPT and Backup.MPT files and
reset the usage data, uninstalled/reinstalled, and nothing
seems to work. Does anyone know what could be causing
this issue and what the fix is?
