Missing 'Message' form in Standard Forms Library

Using Office/Outlook 2003. When clicking on any email links to automatically
generate an Outlook message, action fails. Cannot generate a message via
that method. All other Outlook functionality works fine.
Have reinstalled Office completely.
Have cleared forms cache.
Noticed that in the Std Forms Library, there is no form called 'Message' as
our other users have and think that may be causing this.
How do we get the 'Message' form back in the Standard Forms Library?
