Missing Outlook Address Book Tab

I am using Outlook to open additional mailbox (a shared
mailbox for multiple users) from exchange 2000. The
secondary mailbox contacts folder does not have a tab
for "outlook address book". The tab does not appear for
some users, but does for others.

Is there a permissions flag that controls this? If so,
any idea where?

Your help is appreciated.

Same here, using Exchange 2003 Evaluation version and
Outlook XP. Would appreciate any hints
