missing panels in formatting palette

I'm trying to do some layering of text and graphics, and the Word help
menu directs me to use the "layering button" in the "size, rotation,
and ordering" panel in the formatting palette. Unfortunately, that
panel is nowhere to be found. In fact, of the 21 panels that, per the
customization menu, are supposed to be available in this palette, only
7 of them are available. I've tried toggling those panels on and off.
And I've just done an update of Microsoft Office for the Mac. To no
avail. I've also tried finding some other route to bring up the
layering button.

Anyone have ideas as to what's going on? I suspect the answer is hiding
in plain sight, but I've searched this group and Googled around and
haven't found anything specific to this issue. Thanks in advance for
your help.

Hi Mark:

The Palette you are looking for will appear only when you have a graphic
object selected.

There is only ONE "Text" layer in a Word document, so you cannot layer text
unless you place it into a text box, which is a floating graphic object.
