Missing Project

I have a PM whose project has disappeared, the pm doesn't have access Server
Settings, nor do they have the Delete Projects flag on their user record. So
how did the project disappear and how do i get it back and more importantly
how do i make sure the PM doesn't delete any future projects.

According to the PM all they did was clean up the Local Cache.

So i have a update, the PM did not clean up their cache, they actual selected
the project in the cache list and pressed the delete key and then said Yes
when the message displays telling them what what going to happen/confirm.

My concern now is i have the PM user's record as i said to not have the
Delete Project flag checked, is this a matter of the group override the user
specific flag or is it a whole in microsoft projects security?
