Missing Recipients by using Outlook 2003

Some users can use Outlook 2003 for sending mails. Some of them have problem
especially when replying mails. They send or reply mails. There are internal
and external mail addresses. All external mail addresses can receive the mail
but they can not see their addresses either "To" nor "cc." field and they
could not reply again. Especially external mail recipients can be missing.
Our users can see all missing mail recipients in their Sent Items. But we can
send these type of mails by using Outlook 2000 and no problem. How can solve
this problem? Can anybody help us...
