Missing Refresh Config Cache on Other Web Servers page

I am attempting to set my configuration database server to connect my
WSS installation to the appropriate database, as detailed on pages
63-65 of the Project Server 2003 installation guide, also described
here:

However, after I set the Configuration database server (p.64) and
click OK, I do not receive the Refresh Config Cache on Other Web
Servers page. I simply go back to the WSS central administration
page. Any idea why this would happen?

Also, on the Set Configuration Database Server page, the Active
Directory Account Creation section does not appear at all. I did not
think this was a big deal, but perhaps it helps explain my problem.

So, again, my question is:

Why does the Refresh Config Cache on Other Web Servers page not
appear?
