missing spacing-after to images

I have a style, with spacing-before=12pt and spacing-after=12pt, that I
use for paragraphs with an image only. However, when the image doesn't
fit at the bottom of the page and "jumps" to the top of the next one,
the spacing-after disappears, so the following text is to close to the
image.

How can I keep the defined spacing for any image position?

Spacing Before is suppressed at the top of a page and Spacing After at the
bottom of a page, but your description seems to suggest that Spacing After
is being suppressed at the top of a page, which makes no sense (assuming
these are inline images). I'd be interested in seeing a document exhibiting
this behavior.
