Missing Summary tasks when Creating New Task 2003

I'm encountering a strange problem with a user who cannot view all the
project summary tasks in PWA when creating a new task. The project
file looks like:

Ongoing Tasks
Iter 1
Iter 2
....
Iter 13
Iter 14
....
Iter 20
Iter X
Template

Each one is a summary task and has multiple subtasks and sub-summary
tasks. The user already has tasks assigned under each of these high-
level summary tasks (created by the PM). But when creating a new task
in PWA, this user cannot see Iter 14 through 20, but can see Iter 1
through 13 and Iter X and Template. The user has no problem creating
tasks for Iter 1-13, X and Template. The only thing that stands out to
me about Iter 14 through 20 are the start and finish dates being a
year old, but the Template summary task has the same dates. Iter 5 -
20 are all identical in form and task information details.

I can't think of a reason why they would disappear in the middle of
the project like that. Any ideas?

I received an update from the user today. She can now see all the
Summary tasks in the Create New Tasks page. I am not sure why this
occurred, but it probably means the project needed to be published
again. While a browser issue could have been possible, I don't think
it was likely in the least.
