missing Symbol option on Insert menu

I have Outlook 2003 with SP2 and the Symbol option does not appear on the
Insert menu. It is not greyed out. It just isn't there. Am I missing
something obvious?

Hi Milly,
I just looked on the Tools/Options/Mail Format menu option and both choices
to use Word as the email editor are greyed out whether I pick HTML, Rich Text
or Plain text.

I just realized what the problem is. I have Word 2002 and Outlook 2003. Is
there any way to get Word to be the email editor in this case?
