missing toolbar

Word 9.0 SP3, part of Office XP
Windows XP SP1
logged on as a member of the "administrators" group

view > "toolbars" is missing

If I run winword.exe /a , the problem is resolved.

If I close Word, re-open Word, the problem has returned.
