Missing "Toold Button" in the save as dialog box in word and excel 2007

Hi Everyone..

Its a bit odd, i have one client WinXP PC with MSOffice2007. When the
user tries to save a Word or Excel file with password, the "tools"
button is missing in the save as dialog box.. Hope you can help me with
this. I tried to unisnatall and install it back again but no luck..
