Missing "Tools" choice on menu

I am using Outlook 2003 with all updates and service packs installed.

Recently, I have noticed that the "Tools" option no longer appears on my menu. I
have tried repairing from the install disk, but the problem persists.

Other than uninstalling and reinstalling, how can I fix this?

Fixed it!

Deleted the configuration file and got back to the default menu.

Thanks to whoever posted the solution earlier!
