Missing Word standard toolabr and menu bar

Hi,
My application creates a document from a predefined template. There
is a COMAddin which loads at startup of Word. The problem is first
time the docment created doesnot have a toolbar and menubar,
subsequent documents created have a toolbar and menu bar.
Has anyone come across such a prb??
please let me know asap.
