Mixing Exchange and POP3 accounts in Outlook

I have a client who uses Exhcange for internal mail and calendaring only.
They have a POP3 accounts for their business e-mail. They do this primarily
because most of the dozen users are out and about with laptops and are rarely
in the office. They felt it was easier to keep their POP3 account rather
than going to Exchange. In fact, most of the mobile users have two or three
POP3 account for various reasons. This has proven to be a nightmare since I
installed Windows SBS 2003 server. They don't need to access their internal
Exchange account from the outside world. Sometimes they can't send to their
POP3 accounts when outside the network and have other issues when inside.

Is there a proven Exchange/Outlook configuration for doing this?
