mltpl 1706 errors upon 1st & all subsq runs of Word 2000 as new user

I installed Word 2000 as Admin on Win2K, and it runs fine.
I log on as another user, and when I start Word 2000 I get
5-6 attempts by the installer to do something, but it
*always* ends with a 1706 error "...no valid source..."
and this is *with the CD in the drive*! (Word eventually
opens OK, but it is such a long delay and soooo annoying!)
This happened both when I first logged on to a new factory-
loaded notebook (authentic licensed software with CDs
included) and now, as I reinstall the OS and applications.
I don't remember how I ended this problem the first time,
but since I didn't do anything* between installing Word
and running it as a different user, it seems to be a
glitch everyone must encounter. But I can't find it in any
tech or newsgroup search! I didn't mess with toolbars or
registry, etc. *[Maybe that's why? I.e. I hadn't logged on
before as a new user, so there weren't any user files
yet... could that be it? Also, I did do one thing: I
installed the service packs.]
