Mobile Device with full Excel version

I'm wondering if there is a mobile device (ie handheld PC,
etc. something smaller/cheaper than a laptop) that can
run the full version of Excel? I am wanting to distribute
an Excel file that has VBA code to some field personnel.
Does Windows CE mandate Pocket Excel?
