Mocrosoft mail format do not comply with RFC822?

Due to an issue, migrating from other software, I had some serious
trouble importing my e-mail to O2003.
This is claimed to be a standard issue, whereas othe mail software
comply, and Microsoft do not.
I know little about that standard, but if it is there to allow different
mail programs to use a compatible format, why not use it?
