Moderating Public Folders

I am setting up a PF for all the employees in our company to post to. Myself
and two other people are set up as owners. We want to have the folder
moderated by myself and my immediate supervisor. I've set the folder up so
all new posts come to our individual email accounts.

However, we can't move the messages we've approved to the public folder.
We both have administrator rights on the Exchange server and owner rights to
the PF.

What am I missing?

Our environment is Exchange 2K3 sp2, MS SBS 2k3 sp1, Outlook 2002 and 2003.
