modification security will not allow to print

I have setup a password if someone wants to modify a
document. However, this prevents the people from printing
the document?

Is this a bug or a feature?

I was under the impression that if they you put a password
on modification then one cannot change the document but
you can open it with read only, change it and save it as a
different name, as well as print it.
