Modify add-in menu in access 2007 belwo the ribbon

How do you modify the add-in menu in Access 2007. We have converted
some 2003 adps to 2007. I have menu options below the ribbon but
can't add a new option of one of the drop down menus. Is the code in
a file within the database?
