I am creating an Active Directory site drawing showing site links. There a
many of them and some links go through (visually) other sites. Is it
possible to change the behavior of the line so that the site object is on
top, i.e., the line passes behind the site object?

you might try page setup, routing and layout to see if something works for
you.

Ctrl + F will send a shape to front, Ctrl + B will send a shape to back.

I'm suprised that the connectors are running through the shapes! If you
check: Format > Behavior > Placement, you should be able to set "Layout and
route around" so that connectors don't run through the middle of shapes.

Perhaps I misunderstood...?
