Modify GAL from Outlook/Exch 2003

We want to use the GAL for all employee contact info. I need the receptionist
to be able to maintain it from Outlook.

I have seen the GALMOD for W2k and some expensive 3rd Party tools that are
perfect (http://www.ms-add-on.com/products_account_eng.htm), but this tool is
so simple it seems like something that should be native in 2003.

Debatable; Microsoft's solution to manage user accounts and information is
Active Directory Users and Computers. Here you can delegate permissions as
well to your receptionist. Basically this tool only adds another interface
for it, ports it to Outlook and removes the tabs she doesn't need. I must
admit that the interface looks nice though! ;-)
