Modifying column settings in Risks (sharepoint sites)

If I want to modify values in a risk I can do so on a by project basis my
modifying column settings. Is there a way to make this modification across
the board?

You can change it in the schema.xml in sharepoint site. Read Sharepoint SDK

This is possible by modifying the WSS template in use by Project Server.
