modifying user and groups

I would like to modify the level of user an group access for various
components of the database. Unfortunately i keep getting the error
message "only the admin can change this". Underneath this message
though it says currently logged in as Admin.

Anyone know why I can't change anything?

You need to be logged in as a member of the Admins Group. Generally, the
'Admin' user is not a member of the Admins Group. It is also usual that the
'Admin' user has no permissions to even open a secure mdb.
