Monitoring unread deleted email in Outlook

Question:

When I check my email at work using Outlook, I have been notified that I
have been deleting unread emails.

Is this monitoring system only available when using Outlook on a server
or is it possible to use it when I email from my home network (I am
using MS Outlook 2000 in MS Office)?
