MOPS 2007 - Risks List changed - How can we fix it?

Hi experts out there!

We changed the risks and issues lists that come OTB in the project
workspace when creating the corporate template. Later we learned the
OTB columns or type were not supposed to be altered (and we did).

So we are in process of fixing it. So we created a site with the
default OTB template, proceeed with just renaming some of the OTB
columns and adding some we needed as well. So far so good. Now we
have 2 well customized lists. Now we saved as templates and show ok
in the template gallery.

The next step was to go to the site we used as "corporate site
template":
1. Remove old bad Issues list and create a new Issue list based on the
new correct Issuse template
2. Remove old bad Risks list and create a new Risk list based on the
new correct Risks template

Well.. we could do 1 but not 2. While both risk and issue templates
are in the gallery, when we try to CREATE, only the issues is
available.. . the risks are no where in the options.

Could comeone advice if our fix approach is correct? and why Risks is
not an option?
