More space before a list than between list items??

Does anyone have a way, or can someone conjure a way to style bullet
paragraphs (or any other list paragraphs) so that they have at least a 12pt
space between the top bullet and the previous paragraph but no more than
6pts between each bullet?

I¹ve never figured a way apart from having every other kind of paragraph
have a 6pt space after. That works (if I remember correctly), but I believe
it caused me some pagination problems.

Is there a better idea?

One way is to define a firstBullet style and a listBullet style, each
matching your criteria for spacing.

A wholly different approach is to wrap the whole list in an invisible
table that imposes the external spacing.

First idea gets it done. Odd that I couldn't think of that.

The table is another good idea, but it doesn't work for me because I also
have secondary bullets that need a further indent. It would be a mess.

If anyone has an idea that would be global, I'd appreciate it - although I'm
not 100% sure that makes sense.
